EU Cabin Baggage Rules Take Effect in 2027: What Asian Travelers Flying to Europe Should Know
The EU has adopted the final text of its revised air passenger rights rules (amending Regulation 261/2004), expected to apply from late October 2027. The key points: every passenger may bring 1 personal item for free, and booking flows must show the fare that includes a cabin bag by default. Travelers flying from Taiwan or elsewhere in Asia to Europe do not need to change how they book for now, but should still check the baggage conditions on every ticket before departure. When you change cities or hotels in Europe, you can hand your large bags to LuggAgent for ground delivery (we do not handle airline checked baggage and do not put bags on the plane).
Key Points
- The European Parliament and the Council reached a provisional agreement on June 15, 2026, and the Council gave final approval on July 13, 2026. It is the first major overhaul of air passenger rights since 2004.
- Timing: the official text says it enters into force on the 20th day after publication in the Official Journal of the EU and applies 12 months after entry into force; the Council describes this as 12 months and 20 days after publication. That works out to roughly late October 2027; Taiwanese media report the date as October 23, 2027.
- Personal item is free: airlines must let every passenger bring 1 personal item into the cabin for free. The text defines it as measuring up to 40×30×15 cm, or fitting under the seat in front; meeting either one is enough.
- A cabin bag (carry-on suitcase) is not a free entitlement: the text only requires airlines to allow 1 cabin bag where cabin capacity permits. It sets no free allowance and no uniform size or weight, so airlines can still set their own prices and offer lower fares that exclude the cabin bag.
- Price transparency: whenever a price is quoted or published, the fare including 1 cabin bag must be shown by default before the booking process starts, so travelers can compare easily.
- If a bag cannot be taken into the cabin because of safety, cabin capacity or an aircraft change, the airline may require it to go in the hold, but may no longer charge the passenger for it.
- Until the new rules apply in 2027, ticket purchases still follow each airline's current baggage policy.
How Do the New Rules Affect Asian Travelers?
The short answer: most Asian travelers' checked baggage is not affected by this reform, and the scope of the new rules is limited.
The European Commission's explanation of the agreement is that the scope stays unchanged: flights departing from EU airports are always covered; flights into the EU are covered only when operated by an EU carrier. For travelers from Taiwan, this means:
- Return trip (Europe → Taiwan): departing from a European airport, so the rules apply.
- Outbound trip (Taiwan → Europe): if you fly with a non-EU airline, the new rules do not apply directly, and baggage follows that airline's own policy.
- Flights within Europe (for example Paris → Rome, Barcelona → Madrid): departing from an EU airport, so the rules apply. This matters especially on low-cost carriers: a personal item is free, but whether a carry-on suitcase costs extra needs to be checked for each flight.
Also, the new rules only cover cabin baggage and do not change checked baggage: the number and weight of checked bags are still determined by your fare and cabin class.
How have Taiwan's airlines responded?
According to Taiwanese media reports on October 13, 2026, all three of Taiwan's major national carriers have made statements:
- One of them said it has grasped the rules, has begun reviewing its operations, and will adjust accordingly; all of its fare products already include a free carry-on bag and personal item allowance.
- Another said its current fares' carry-on allowance already includes a carry-on bag and personal item, and it will keep following related information.
- The third said it has completed its review and assessment, and any adjustments will be handled according to regulations and announced in due course.
What the three have in common is that current fares already include a free carry-on bag and personal item, so as long as passengers meet each airline's size and weight limits they can bring them on board; the short-term impact on Taiwanese travelers is therefore limited. For other Asian airlines, such as those in Japan, Hong Kong, and Singapore, we had not found any public official response as of October 13, 2026; we will update this if further news emerges.
Separately, European airline operators have criticized the new rules, arguing they will raise costs and push up fares. Baggage rules and fare structures for intra-European routes may still be adjusted around the 2027 start date, so it is worth continued attention.
Changing Cities or Hotels in Europe: Let LuggAgent Handle Ground Delivery
The new EU rules govern cabin baggage. But once you land in Europe, you still have to drag your big suitcase along every time you change cities or hotels, and that part is outside the scope of the new rules.
LuggAgent provides same-day luggage delivery between hotels, lodging and airports in Paris, Rome, Florence, Milan, Barcelona and Madrid. This is ground delivery: we collect from your hotel or lodging and deliver the same day to your next hotel, lodging or airport, so you only carry a daypack while you explore. LuggAgent does not handle airline checked baggage and does not put bags on the plane; check-in and baggage drop remain between you and your airline.
Every bag up to 32 kg, business-class standard: whether you fly economy or business, each bag can weigh up to 32 kg with the three sides adding up to 180 cm or less, equal to the per-piece limit of most airlines' business class. Oversized items such as golf bags, ski bags and strollers are limited to 25 kg per piece and 250 cm total for the three sides. Bags exceeding these specifications may be refused or incur a handling fee.
How to use it:
- On the booking page, choose your city, date and locations. Most services must be booked at least 24–72 hours before the service time; the exact cutoff is shown on the booking page.
- If your hotel has a front desk: when booking, choose a 09:00–11:00 pickup time, leave your bags at the front desk before then and send a photo to customer service, so there is no need to wait for the driver.
- Photos are taken at pickup and at delivery, and every order includes basic delay and loss protection, with optional upgrades for higher coverage. See the Terms of Service for details.
For service coverage and details, see the Europe cross-city luggage delivery and Paris luggage delivery pages.
Pre-Departure Checklist
- Check the baggage conditions for every flight segment: long-haul, connecting and intra-Europe segments may all differ.
- Prepare your personal item to 40×30×15 cm and able to fit under the seat in front; this is also the official definition in the new EU rules.
- Keep valuables, medication, documents and electronics in your personal item or daypack, not in checked or shipped bags.
- If you will change cities in Europe, note the booking deadline for each city when booking luggage delivery, and do not wait until the night before.
FAQ
Are the new EU rules in effect now? Not yet. According to the official text, they apply from roughly late October 2027; until then, ticket purchases still follow each airline's current rules.
Will the new rules make carry-on suitcases free? No. The rules guarantee 1 free personal item; for a carry-on suitcase, airlines are only required to allow it where cabin capacity permits, and booking flows must show the fare including a cabin bag by default, but airlines can still set their own prices. Taiwan's three major carriers' current fares already include a free cabin bag and personal item.
What are LuggAgent's luggage specifications? Each bag up to 32 kg with the three sides adding up to 180 cm or less, the same as the per-piece limit of most airlines' business class; oversized items such as golf bags, ski bags and strollers are 25 kg and 250 cm or less per piece.
